A very interesting and I suspect quite rare antique solid silver sewing tool or weaving? It is hallmarked and tests as 800 grade silver. I would date it to c1800's. It has been unusually made having its terminal decorated with a hand holding a strange hammer like tool. It is in superb condition being free from dings splits chips cracks and repairs. It measures approx. 6.25 inches (16cm) long by 0.75 inches (2cm) across and weighs 30 grams. A very interesting piece.
